# Sump Pump Installation in Toronto West: Heritage Homes and Multi-Unit Buildings

Last updated: October 7, 2026

Sump Pump Installation Toronto installs sump pumps, sump + backwater valve combos and weeping tile disconnections across Toronto's west end, from High Park, Swansea and Roncesvalles to the Junction, Little Portugal, Dufferin Grove, Weston and Mount Dennis. Victorian and Edwardian homes with heritage plumbing stacks, and duplexes, fourplexes and rooming houses with several households, each need careful planning. A licensed Master Plumber pulls the permit, installs to Ontario Plumbing Code Part 7 and files the City of Toronto subsidy for eligible addresses.

## Sewer Surcharge and Groundwater in Toronto West

The Local Problem

### A shared basement in a converted fourplex takes water in every big storm

**What you see:** Several units share one basement, the floor drain backs up in heavy rain and the insurer now wants a protection system before renewal.

**Why it happens here:** Older west-end streets run on combined sewers, and storms like the 126 mm downpour of July 8, 2013 overload them while the Black Creek and Humber valleys push groundwater up.

**What we do:** We fit one mainline sump and a backwater valve on the shared drain, book a water-off window with every unit and deliver an insurer-ready paperwork packet.

### Pump dies mid-storm

The float sticks or the motor burns out halfway through a long storm, and water starts rising in a finished basement.

### No backup in a blackout

Storms that flood basements often take the power too, and a pump with no electricity is no help.

### Paperwork nobody finished

No permit, no inspection, a lump-sum invoice: the reasons City subsidy claims and insurer renewals stall.

## Combination and Mainline Sump Installs for Older Buildings

West-end duplexes and fourplexes usually need one properly sized mainline sump setup, a planned water-off window for every unit, and paperwork for the insurer. Older combined sewers here make a backwater valve worth discussing.

Published CAD Pricing

## How Much Does Sump Pump Installation Cost in Toronto West?

We use our city-wide published ranges in the west end. A new **interior sump pump installation** runs **$1,800 to $3,200 CAD**. Because so many west-end homes sit on older combined sewers, the most common job here is a **sump + backwater valve combo** at **$5,500 to $9,500**, which can qualify for up to $1,750 from the City on eligible addresses.

**Weeping tile disconnection** with a new sump runs $3,200 to $5,800, and **insurance claim installs** with a full adjuster packet run $2,200 to $4,800. Multi-unit buildings sit toward the upper end of each range because of the extra planning. We file the subsidy at no charge.

## Combined Sewers, Black Creek and Converted Houses

The west end floods from two directions. Older streets around **High Park**, **Roncesvalles** and **The Junction** sit on combined sewers that surcharge in heavy storms, and the river valleys add groundwater from below. When 126 mm fell at Pearson on July 8, 2013, the City took about 1,000 calls about flooded basements in a single day.

Further north, the **Rockcliffe-Smythe** area beside **Mount Dennis** lies in the Black Creek floodplain and is the most flood-vulnerable area in TRCA's jurisdiction. York South-Weston logged 199 basement flooding reports in the first half of 2015, one of the three highest counts in the city.

Many buildings here are Victorian and Edwardian houses converted to duplexes and fourplexes. They usually need one mainline sump, a backwater valve on the shared drain, a water-off window every tenant agrees to and paperwork the insurer will accept.

### Combined Sewer Surcharge in High Park, Swansea and the Junction

Much of the west end is served by **combined sewers**, where stormwater and sewage share pipes. In heavy storms those sewers surcharge and push water back up through floor drains. High Park, Swansea and the Junction are areas where we regularly see this risk, which is why a **backwater valve** is worth discussing on almost every west-end assessment.

On the western edge, the **Humber River** valley raises groundwater for homes nearby. Put the two together, and you have a basement that can flood from below through the drain and through the slab. The answer is the combination install: valve for the sewer, sealed sump for the groundwater.

Housing Stock

## Buildings We Work On Most

**Victorian and Edwardian homes.** Around High Park, Roncesvalles, Little Portugal and Trinity-adjacent streets, older homes have **heritage plumbing stacks**, stone or brick foundations and basements that were dug out over the years. We work around old cast iron and clay lines carefully and check where the weeping tile goes before quoting.

**Duplexes, fourplexes and rooming houses.** These usually need **one properly sized mainline sump setup** rather than several small pumps, a backwater valve on the shared building drain, and paperwork that works for the owner, the tenants and the insurer.

**Weston and Mount Dennis.** Bungalows and semis, many near the Humber River valley, where groundwater rises after long rains. We have done a number of combos here, and the published price range holds.

Scheduling & Access

## Multi-Unit Scheduling and Access

We cover the west end along **Bloor Street West**, **Dundas Street West**, **Roncesvalles Avenue**, **Keele Street** and **Weston Road**, up to **Eglinton West** around Mount Dennis. Non-emergency assessments are usually booked within **2 business days**, with 24/7 live answer for emergencies.

Multi-unit jobs need more planning than single-family homes. We set a **water-off window** with every unit in advance, usually a few hours on day one of a combo, and confirm access to shared basements and laundry rooms. Drain permits are filed with Toronto Building, usually about 5 business days ahead, and inspections are normally completed the same week as the install.

Straight Answers

## Toronto West Sump Pump FAQs

### Do I need a backwater valve in High Park, Swansea or the Junction?

It is worth discussing. These streets are on combined sewers that can surcharge in heavy storms. If the floor drain has ever backed up, a backwater valve is likely the right call, ideally with a sump.

### How do you handle sump installs in a duplex or fourplex?

Usually with one properly sized mainline sump, a backwater valve on the shared drain and a water-off window agreed with every unit in advance.

### How long will tenants be without water?

Usually a few hours on the first day of a combo install. We schedule it with every unit in advance and confirm access to shared laundry rooms.

### My landlord insurance wants a sump installed. Can you help?

Yes. We deliver one adjuster-ready PDF with the itemized invoice, drain permit, CSA B64.10 certificate, flow test report and photos.

### Is Mount Dennis or Weston more flood-prone than other areas?

The Rockcliffe-Smythe area next to Mount Dennis sits in the Black Creek floodplain and is rated the most flood-vulnerable area in TRCA jurisdiction. Homes near the valley benefit from a sealed sump and a battery backup.

### What happened in the July 2013 storm?

On July 8, 2013, 126 mm fell at Pearson in one day and the City took about 1,000 basement flooding calls. Combined sewers across the older west end were among the hardest hit.

### How much is a sump and backwater valve combo in Toronto West?

$5,500-$9,500 CAD before any City subsidy on eligible addresses. Multi-unit buildings sit toward the top of the range because of the extra planning.

### Can you work around a heritage plumbing stack?

Yes. We work carefully around old cast iron and clay lines and tell you up front if anything we find needs attention.

### Does the City subsidy apply to multi-unit buildings?

Eligibility depends on the property and the program rules. We check it at the assessment and file the application where it applies.

### Do you do weeping tile disconnections in Roncesvalles and Little Portugal?

Yes. Many older houses there still have weeping tile on the sanitary line. Disconnection with a new sump runs $3,200-$5,800 CAD.
